Natural resource consulting

From the first site visit to the final permit, our environmental consulting work — including wetland delineation — guides projects through the environmental review process across the Pacific Northwest. Our clients range from individual homeowners and landowners with a single parcel to developers, companies, and public agencies managing projects across two states — the science and the paperwork scale to fit.

Wetland delineations

Field delineations and wetland determinations that identify boundaries precisely, documented to the standards reviewing agencies expect.

ESA & NEPA compliance

Biological assessments and environmental documentation that keep projects compliant with the Endangered Species Act and NEPA.

Critical areas assessments

Evaluation of wetlands, streams, shorelines, and habitat areas under local critical areas ordinances, with clear findings and recommendations.

Permitting — JPA / JARPA

Preparation and coordination of Joint Permit Applications and JARPA packages for work in and around wetlands and waters.

Mitigation planning

Practical mitigation and restoration plans that offset impacts, satisfy permit conditions, and actually establish on the ground.

Project support, start to finish

Not sure which approvals your project needs? A homeowner wondering whether that wet corner of the lot is a regulated wetland, or an organization coordinating a multi-site build — we scope the work up front, flag issues early, and stay with the project through agency review.

1 · Site visit & scoping

We walk the property, review records, and identify the wetlands, waters, and regulations in play.

2 · Fieldwork & reporting

Delineations, assessments, and documentation prepared to agency standards.

3 · Permits & coordination

Applications filed and coordinated with local, state, and federal reviewers.

4 · Mitigation & follow-through

Plans planted, monitored, and adapted until they meet performance standards.

Native plants for landscaping

Pacific Northwest natives, grown for local gardens, restoration sites, and pollinator habitat. Homeowners plant them by the pot; landscapers and organizations order them by the project. Priced per plant or seed packet — call or email to order.

About Rootstock Ecology

Rootstock Ecology, LLC is an environmental consulting and native plant company based in Vancouver, Washington — owned and operated by Stephanie, the firm's sole employee. When you contact or hire Rootstock, you work directly with Stephanie from the first site visit to the final report or plant order: no handoffs, no middlemen.

Stephanie holds a master's degree in environmental sciences and has been working in the field since 1997. She founded Rootstock Ecology in 2022 to bring that experience directly to clients. Her consulting practice covers the full arc of natural resource work — wetland delineations, critical areas assessments, ESA and NEPA compliance, JPA/JARPA permitting, and mitigation planning — for projects large and small across Oregon and Washington.

She also grows Pacific Northwest native plants for landscaping and restoration: the same shrubs, perennials, and seed she specifies in her own mitigation plans, available directly to homeowners, landscapers, and land management organizations alike.

The name says it plainly — like a rootstock, the work starts underground: healthy roots, sound science, and growth that lasts.
